What you say is absolutely true.
I'm just giving an answer to people who think that the government should be more representative of the different races of Americans.

 

There might be other ways, but having the previously majority race finding itself in the minority is one good way.

 

You would think that, but that hasn't been the case, so changing that may help somewhat.

 

BTW the way I am not white and don't mean to sound racist, but usually when white people leave, the community gets worse.

 

That's when it is relegated to select communities. If it was the whole city, I don't think that would be the case.
