However, Bertolini challenged what Trump called "bailouts." "They aren't bailouts," Bertolini said. "We don't keep that money. It goes directly to providers and directly to pay for premiums for members, so I think it's misinformed." "Our premiums are the same regardless, and it's the costs that need to be paid to hospitals and doctors that otherwise wouldn't be paid," he said. "[The] only people who get hurt are the members and the citizens of the United States who won't get health care as a result, so these aren't bailouts for the insurance company."

Of course, Johnson proved to not only be an a**hole, but out and out stupid. As McCain left the hospital to vote to extend debate on the bill earlier that week. And his was the deciding vote that allowed Pence to cast the 51st vote. Johnson didn't complain about McCain's health or fatigue in casting that vote.

Study: Trump actions trigger health premium hikes for 2018

The Trump administration's own actions are triggering double-digit premium increases on individual health insurance policies purchased by many consumers, a nonpartisan study has found. The analysis released Thursday by the Kaiser Family Foundation found that mixed signals from President Donald Trump have created uncertainty "far outside the norm," leading insurers to seek higher premium increases for 2018 than would otherwise have been the case. Researchers from the Kaiser foundation looked at proposed premiums for a benchmark silver plan across major metropolitan areas in 20 states and Washington, D.C. Overall, they found that 15 of those cities will see increases of 10 percent or more next year. The highest: a 49 percent jump in Wilmington, Delaware. The only decline: a 5 percent reduction in Providence, Rhode Island. About 10 million people who buy policies through HealthCare.gov and state-run markets are potentially affected, as well as another 5 million to 7 million who purchase individual policies on their own.

They help insurers offer lower out-of-pocket medical costs to customers, and without them, insurers have said, that they would either look to exit the exchanges as soon as they are able, dropping people from coverage, or would file rates for next year that are roughly 20 percent higher than they otherwise would be. The Trump administration had said that it was waiting to see what would happen with Obamacare repeal-and-replace efforts in Congress before deciding what to do with the payments. After Republican efforts failed last month, some members of the Senate called for bipartisan solutions to stabilize the exchanges, including through appropriating the subsidies. Without knowing what will happen to them, insurers aren't sure what to charge or what kind of enrollment to expect.

The document about the change in deadline indicated that uncertainty over the payments would continue. "At this time, there have been no changes regarding the Department of Health and Human Service's ability to make cost-sharing reduction payments to issuers," it read. Some states have asked insurers to file rates assuming that the payments would be made, while others have asked them to file two separate rates. The rate filings are requests and are not final until they are approved by states. Under Obamacare, most people who buy coverage from the exchanges are shielded from premium increases, but those who make more than $48,000 for an individual generally do not qualify for the federal aid and as a result may choose to either opt out of coverage or take a deep financial hit.

CBO: If Trump Ends Obamacare Subsidies, Premiums Will Jump 20%

If President Donald Trump ends cost-sharing subsidies under the Affordable Care Act that are needed to stabilize the individual insurance market, it will lead to 20% increases in premiums for low-income Americans — and that's just for 2018, the Congressional Budget Office said Tuesday. The so-called cost-sharing reductions are used to help millions of Americans who buy Obamacare afford their co-payments and deductibles. Health insurers including Centene, Anthem, Oscar Health and several Blue Cross Blue Shield plans have warned for months that without the cost-sharing reductions, which are used by eligible purchasers of low-cost silver plans, these Americans face premium increases of 20% or more.

"Gross premiums for silver plans offered through the marketplaces would be 20% higher in 2018 and 25% higher by 2020 — boosting the amount of premium tax credits according to the statutory formula," the CBO said in its report, called "The Effects of Terminating Payments for Cost-Sharing Reductions." “Because they would still be required to bear the costs of CSRs even without payments from the government, participating insurers would raise premiums of 'silver' plans to cover the costs.”

The CBO report may put pressure on the Republican-led Congress to act legislatively. Cost-sharing reductions require about $7 billion a year, and GOP members in both the House and the Senate are open to a long-term solution that would fund them.
