Pretty sure draftees cannot be traded until after the World Series following their draft year, even as a PTBNL. So the guys they just drafted can’t be traded in deadline deals, but can be traded as soon as November.
I only remember the rule being changed after someone (dansby Swanson maybe) got traded as a ptbnl for the timing requirement. It was 1 year before that.

Keeping track of the bonus pool was a little difficult. 5% increase in allotments in some tracking and not others which affects the full allotment signings. Using only value above $125k against the pool for players after the 10th round and signing details not disclosed were problems. And there was a t least one math error in the reports. I suspect Clifford's contract tells us the totals of those undisclosed details. The exact total pool plus exactly 5% for the cash only penalty as determined by MLB is very likely the Astros pool expenditure.

No.... angst among fans of team. Name one time fans of an NFL, NBA or NHL team were concerned whether or not their team signed the 343rd player selected. It happens oftentimes in the MLB draft due to non college seniors having the leverage of continuing or starting their college careers. There is strategy and risk involved in the MLB draft that doesn't exist in other sports due to the uniqueness of the draft.
