I think for them, it was trying to get Giannis some help on the offensive end. They have guys like Crowder, Portis, Lopez, to help with defense. Not to mention TyTy to take over the reigns of the team.
The Bucks also would have been forced to pay Jrue like an All Star to keep Giannis happy, or trade him and piss off their franchise player. Both options more than likely would have limited the ceiling of the Bucks and Giannis would have walked.
As opposed to paying Lillard like a mega-star... ? I think it still limits their ceiling. But I suppose that depends on the view one has of Lillard.

So the way I see this is a roughly 40% chance of having a top 4 pick. The Rockets pick (1-4) protection may be worth more than the Rockets pick 5-30 even though there is only a ~26% chance the pick ends up in the Top 4. Those 3 SRPs have to be traded if the Rockets don't make a trade prior to consolidate talent.
