I doubt Trump is aware of Tulsa’s racial history and he probably doesn’t remember that the 19th is Juneteenth. He’s going there because his and his campaign want to Get back into things with a deep red state with a friendly crowd.

Don't really think Juneteenth is a dog whistle not a lot of people even know its a thing, especially outside Texas. I really think this is mostly incompetence.
There are people who really think that Trump holding a rally in Tulsa on Juneteenth isn't a signal to racists. This is too racist even for Trump's standards.

They know, they are intentionally picking the location and date for their rally as a cynical plow to claim they are on the side of blacks
And that article was written a month ago.... The fact he has gone almost 10+ days without once addressing the country in a Presidential speech is a dereliction of duty. Regardless of what one thinks of Reagan on one end and Obama on the other, each of them would have provided much needed "presidential" words.
To be fair, he has a much higher chance of burning the whole thing down with his flaming rhetoric. He will say something to the effect let’s make America great again, like it was in the 1850s.
