São Paulo on the list.....maybe. A lot of world-class cuisine. But leave your wallet at the door. Rio? Doesn’t belong. Sure, you can eat well, but come on.
I've been to two thirds of these cities and the ranking is a little suspect. Berlin should not be in the list at all.

Each year, the New York Times recommends 52 travel destinations around the world to visit, whether cities, countries or even a group of islands. It's a big feature lots of people look forward to reading. On Wednesday the Times published its list for 2019, and for the second time in six years, Houston landed a coveted spot. Noting the city's rebound from Hurricane Harvey, writer Kelly DiNardo lists the opening of Tilman Fertitta's lavish Post Oak Hotel; the reopening of The Menil Collection and the debut of its Drawing Institute; the upcoming expansion of the Museum of Fine Arts; the coming new location of the Holocaust Museum; and the restoration of the famed Mission Control — used for the Gemini, Apollo, and a handful of shuttle missions — as a few reasons to visit.
