    Or the Astros might have an implicit agreement with Serrano that if possible they will give him his $300,000 signing bonus, depending on what Bukauskas signs for.

    No - The penalties start with the first dollar spent over the pool amount. They just are not 'severe' until it surpasses he 5% mark.

    IIRC it is closer to $450,000, which is 5% of their pool. Thus , the Astros have about $600,000 to spend if they chose, before severe penalties kick in.
