teams not in the playoffs can make trades right now. Remember several seasons again the Rockets traded Juwan Howard I believe to the wolves for Mike James (again) during the NBA finals -- as long as both teams have finished their season they can make deals -- (which again why its possible to make deals on draft night) most teams dont right now because presumably they've made all the deals they needed to make to stay under the cap/lux tax lines back in feb and do not want to change that and primarily because they may not be able to trade a pick under the draft happens so they can at least make the selection and then trade the draft rights.
Cousins was projected to be a PF/C when at Kentucky. Cousins and Embiid can be a cheap version of Duncan/Robinson.
