In the sense that Coleman had any chance of winning, it's been over a while. In another sense it still isn't over because Coleman can delay Franken actually taking his seat for another couple of months while he appeals all the way to the Supreme Court.
Exactly. It's strange because Coleman's initial appeal that delayed it, ended up giving Franken more votes. The more that that kind of thing happens the larger the risk of Coleman coming off like an obstructionist. Though, I doubt many outside of of MN are really paying that much attention.

Minnesota Court Orders Coleman To Pay Franken Over $94,000 By Eric Kleefeld - June 10, 2009, 5:25PM In an order issued just a short while ago, the Minnesota election court has now commanded Norm Coleman to pay Al Franken $94,783.15 in itemized costs from the trial. The Franken legal team had originally asked for $161,000, but the court rejected some of the claims as either not being sufficiently documented or not justified under the loser-pays provision of the election contest law. Bear in mind that even the $161,000 claim would only have made a small dent in the millions that have been spent in this process. ----------- Coleman is losing his stomach over this fight. The MNSC should rule soon in Franken's favor. I say Coleman concedes sometime in the next couple of weeks and Pawlenty finally signs the election results! Before the 4th at least.
The order for Coleman to pay Franken doesn't matter until the MNSC rules. That is based on the previous case that is being appealed.
Finally. Coleman is such an idiot. It will be interesting to see what "reward" he gets for dragging this out so needlessly, and with such low regard for the people of his state, who went all this time without their senator.
There's no way that the party of state's rights would advocate appealing this to the federal level, right?
I think Pawlenty recently said he's going to certify whatever the MN Supreme Court decided. He also clearly said this does not prevent Coleman from appealing to the feds before he certifies.
Senator Al Franken is going to be FUN. Can't wait for the quotes we'll be getting from him once he's free to speak his mind.
