No you are misunderstanding what Coon is referencing. "Waive and stretch" is really the same thing. It's just the stretch provision and it includes waiving the player. What Coon has said is likely circumvention is the idea that emerged on twitter that the Lakers could EXTEND and stretch Deng to make the cap hit even lower. The Lakers project to have at least $30 million in cap space next year but could get up to around $40 if they stretch Deng. They have the money to sign a max player.

I would be surprised he would take the QO to become a UFA next season He is a RFA and will sign whatever deal a team may give him. Now the teams with space to offer something decent is drying up out there he may not have a choice, but he was mismanaged last season IMO despite being probably the best young player that was producing now (Ingram has most potential but still needs to develop more) Now if he signs something the Lakers most likely let him walk which opens up 11M in space for them to sign someone else to a decent 1 year deal.
Who is going to offer him a contract at this point? I think he's more likely to be signed and traded than outright signed, but that's just a guess.
So in the end it will be the cost of Randle leaving for nothing, the lesser cost of dumping Deng plus 1 year older Lebron.
Pretty much, i think unless they sign & trade him somewhere like Dallas, if he really wants out he might as well sign the qo, i don't see teams throwing a max or something close to it to Randle, Gordon got 21M and he has more value in today's nba imo.

I cant see the Lakers using up their space to extend Randle just have him sign the QO and be a UFA next season. The Lakers desperately want one max spot next season to use as leverage in any potential Kawhi talks against the Spurs. If they sign Randle to anything more than that they do not have that max spot unless they somehow move Deng for nothing which is unlikely right now since teams know they are desperate to move Deng. Things change if they actually stretch/wave Deng though they have just under 10M to add in which could then fit Randle if he is willing to take something around 12M a year which I dont see him doing personally.
Which team with cap room is going to sign Randle? Teams like Atlanta and Chicago are keeping their space. Seems to me Randle taking a 1yr big contract with LAL might be his best chance at a payday this season and get him back out on the market next summer when MORE teams will have cap room to spend.
