We call the NBA a Soft Cap vs Hard Cap, because it allows use of exceptions to the cap to go over it. A hard cap is a HARD CAP!! You cannot exceed it for any reason...literally, no exceptions. Once hard-capped by a SnT, you cannot exceed $129m....Hard stop. So yes, if the Rockets gain any TPEs while purging salary to get below the hard-cap, they can't turn around and use the TPEs to go back over. Same applies to Capela. We can't hard-cap ourselves with George, then turn around and sign Capela with a Bird Exception to move us back over the hard-cap. That said, TPEs last for a year, so maybe we can use them after July 1st 2019.
