I ran a simulator 24 times and Houston got a top 4 pick 5 times (3 at the 2nd pick and 2 at the 3rd pick). For what it's worth ;)
My understanding is teams that are tied will split their chances between them (meaning the 9th and 10th pick instead of having 4.5% and 3%...
