So, we have national security advisers, for example, who are not confirmed by the Senate. Anyone called a czar is similarly unconfirmed. Obama used that a lot when McConnell was slow-rolling confirmations. Trump really doesn't need to go this route because Republicans control the Senate -- he should be able to get his Cabinet confirmed quickly. That we have historically tolerated these non-confirmed position takes power away from the Senate, and we probably shouldn't have done so.
