If you think that every high level, federally elected Democrat didn't know how bad Biden was before the debate, you're kidding yourself. They are as responsible for this mess as much as Joe and Jill Biden are.

Hillary is toxic. The Republicans are good at recognizing potential threats early and burying them in so much negative bullshit that they basically become a political Superfund site and Hillary is the poster child. Probably why Obama was so successful - he basically appeared out of nowhere and they didn't have time to poison the well before he ran. I'm guessing Joe Biden was considered a b-lister which is why they had to try to ramp up the smears at the last minute in the last election and were so clumsy about it. But Hillary has been sitting in that spotlight for like 30 years and they've been throwing mud the entire time. Doesn't matter if it's true. Enough primary people will believe that she murdered Vince Foster, and their disdain will rub off on a bunch of secondaries, who may not believe the murder conspiracy, but just get a general sense that she's corrupt. She's basically tainted at this point, with dubious evidence, while convicted criminal menace Trump can do no wrong - because how people feel is more important than facts. And if you are squarely in the Democratic media space, none of this will register with you. If that is you, you probably don't really register the animus towards her that is out there. I think the same effect seems to be ramping up on Newsome as he is perceived as a potential threat, but it is still more of an incipient thing. The Republicans are very, very good at their dirty tricks playbook.
“I don’t know what it is but I don’t like her.” Is exactly what FoxNews and the GOP machine is gunning for with high potential Dem candidates coming down the pipe. I believe it was Steve Bannon back in 2017 was caught expressing concern about Kamala coming down the pipe and you definitely saw a concerted effort by the propaganda machine. Right now their central theme is that she laughs.. and she had sex when she was single. It could work of course because MAGA people are weird, insecure, and sexist of course… but the thing with Kamala and previously with Hillary that is notable is the outreach to the non Fox News ecosystem low information voter. The folks that don’t want any news and are only concerned with sports, music, real housewives, etc etc. Obama (in his second term mostly for reasons you alluded to) broke through to this crowd on the left. Hillary didn’t. The weakness with Hillary was likely that she wasn’t culturally relevant or cool enough to break through to those stay at home voters that are getable on the left. With Kamala we’ll see but the floor with Biden was so low and the the ceiling is so high with Kamala that I feel that this is a really good move and one where you’ve got a candidate that might be immune from the “I don’t know why but I don’t like her” propaganda on the low information voter left… or better yet the never voted before left. But yes FoxNews is good at what they do which is why you need candidates who culturally have the potential to reach that low information on the left voter.
For the record I did pay that debt. Also even though I won the bet on who would win the 2020 election I ended up paying for the person I made the bet with who never did.
