If the Rockets don't have strong enough personalities to make personnel decisions based on their evaluations, rather than on fan influence, then they don't have the right people working for them. You are dramatically overestimating the fan impact on the draft process. If the Rockets didn't like Sheppard, then they would have been trying to influence the dialogue with fans weeks ago.
I love the Amen pick. He's athletic, a great passer and seems to be a team-first player. He can't shoot, but could anyone else on last year's team?
