Knicks need more than 1 perimeter defender. They have Shumpert but their lack of another perimeter defender was a major weakness for them last year. Melo had to guard the opposing team's best player if that player was a SF ie. Paul George, Lebron. And also its not that they don't have a plan, they just don't have any cap space and any flexibility to make any moves. They are really in a terrible spot, not good enough to be elite and with no flexibility to improve.
