Yes that is the same thing, the top 5 worst teams have the best chance at #1, my guess is they will give those teams those odds without removing those odds from the previous years worst teams (but it essentially does since there's more competing for those top pics).

One thing to remember is that the rules for expansion, draft rules, expansion draft, etc etc will be different from previous from past expansions so its all speculation.

But they can't do it based on how the old draft was because draft odds were VERY different the last time the NBA did expansion. You sure as hell woudln't have had so many mid lottery teams jumping up into the top 5 as we've seen these past years...ahem...the F'n Mavericks...but to be fair, Rockets benefitted jumping up to get #3 when they drafted Reed too.

Why does Vegas need a new arena when their hockey arena isn't even 10 years old?

Maybe Vinny is just the main spokesman but only contributing a small amount of capital. Here's the full list.

"The Las Vegas Jacks on Wednesday officially unveiled its leadership group, led by Basketball Hall of Famer Jerry Colangelo, former NBA player and head coach Vinny Del Negro, Emmy Award-winning media executive David Levy, finance chairman Scott Colangelo, CEO Jonathan Thomas and former NBA player Jay Williams. BTIG and U.S. Bank, supported by Global Leisure Partners, will serve as institutional financial partners."
