    I just posted in the other thread we got wind farms here in MN. It got to -20 Sunday night here and never lost power in Minneapolis.

    In Moorhead, MN though there was a rolling black out as Moorhead is on the Southwestern Grid and their was a lot of power being drawn South.

    As an architect one other issue that needs to be addressed in TX construction is the amount of insulation. While there is no need to insulate houses to MN requirements insulation is still a good idea in climate like TX. Obviously it can help keep houses warm but in the summer it can save power by keeping the heat out of your house. Insulating water pipes can keep them from freezing but in hot weather will keep your hot water pipes from radiating heat back into your house while keeping cold water cold.

    Further the use of PVC piping while very cost effective performs very poorly in cold weather. Copper and steel is much better and for critical supply lines should be required.

    Regulation in TX is obviously less than other states and residential construction regulation is much less than commercial. It wouldn't surprise me if a lot of the houses with frozen and burst pipes are under insulated even for TX regulations.

    Let's embrace deregulation. The market will solve problems when it leads to disaster. And when it doesn't, just get the federal gov't to declare a disaster and bail us out.
