Ok, I think I have it figured out deadline wise. Tilman is waiting for OKC to make their hire. That way he has the bargaining chip to low ball whoever is remaining with offers. “This is the only vacancy left”.. He can also compare the cheap OKC offer to a young candidate (assuming due to their rebuild and cheap ownership) Tilman wins in the long run by waiting on starting payments to the new staff as well...

From this article, besides the usual Tilman is cheap jokes (which I do enjoy), JVG being comfortable with Rafael Stone seems like a pretty big deal for me and I can understand this being a reason why he hasn't been announced as a head coach yet. It's possible that JVG is valuating the pros/cons of leaving his cushy announcer job to the miseries of coaching again. If he is going to come back, he better damn well be on the same page with the new GM. Maybe my theory is wrong, but I feel JVG is very much the front runner (I agree with WOJ), however, this significant hurdle is taking time to really play out. I don't blame him one bit. Ownership is iffy, Harden/Russ are 31, so we aren't talking about a long term deal here, likely a 2 year window to make any noise, and then we are back to re-building, which he would likely be part of and wants to be compensated accordingly.
This is the absolute worst season to be integrating new head coach AND new system due to the short turnaround as well as all the uncertainties of salary cap and limitations due to pandemic.
