The date of that article was February 19, 2020 As other posters have noted by early April Fauci and the CDC had stated that masks should be worn. Fauci even corrected himself on his early statement that things have changed and that they have more information.

Except Fauci did say that one of the reasons he had earlier said to not wear mask was to preserve them for PPE. It is possible to have multiple reasons for an opinion.
