She’s put on the spot and trying to be politically correct. I think the best (i.e., least blowback) answer in this circumstance is to say that that people with female bodies should be eligible, and leave it at that. If someone wants to make the argument that trans women have female bodies, let them. It’s not something she needs to weigh in on.

There's no such thing as "transgender", only people pretending to be something they are not and can never be just like one cannot change their age or species.
Orwell was referring to power structures. The entities picking on trans people are who Orwell is referring to. He'd make fun of terms like "freedom caucus" or "patriotic education"
