Lakers didn't make the playoffs from 2013 to 2020. Grizzlies are in year 5 of JJJ, and year 4 of Morant. Mavs were buttcheeks until Luka's second year, so 2016-2019. The Hawks were down a few years with Trae Young. The Suns only made noise in year 6 of Devin Booker's career. Going from Dumpster Fire to Decent playoff team seems to take at minimum 3 years (Bucks, Mavs), and at Maximum 6-7 seasons (Lakers, Suns). This team has a long road ahead of them.
Oh so this is a all in like astros style dump. Then they should trade the house down, and try for Jabari Smith. Seems like trading Cwood and tanking now hard would be in the mix.

My issue is not getting over the hump, what I’d like to see is detachment from the bottom. Right now the team is total garbage. There is potential with Green showing improvement and Sengun coming back to have a better second half. The problem is the coach (weak) and the lack of organizational will to build, as opposed to keep accumulating. If Green makes a stride, and we get better in the second half, that would be preferable to this garbage, even if e drop to 7-10 in the lotto odds. If Green is not That Guy, then keep holding our noses and hope that White KD or Black Blake is….
Honestly, I think you are even sugar coating the minimum. It's really closer to 4 years at best even if you draft a future HOF player/generational talent and I would argue Dallas still isn't really a decent playoff team but at least they realized within a year that they had a generational talent which gave them an identity/hope. It tooks Giannis 2 or 3 years before he started to look like a true franchise player and meanwhile the team was still wondering how they were going to build the team which is similar to us with Jalen Green - we are 'hopeful' more than 'certain' about him so far.
I think they could be more competitive right now with a few changes, but they seem committed to development. I don’t mind the development, but Porter Jr. in particular is not helping much right now. It’s not just him though. Without better defense, this team won’t be better for a long time. They need to work on so many things...
