For the minimum on a one year deal with a team option for years two and three? Sure, why not. Worst case scenario he doesn't get any run. Best case he returns to something approaching the form he had in Denver and you get a top ten PG for super cheap. Would he be willing to take such a deal? I don't know. Doesn't hurt to make an offer though.
One year minimum with no guarantee to get minutes, I would definitely do it right now. He was physically and mentally out of it, but I feel like he will bounce back a little bit, though not to the level he was at his prime.
