    I thought he was just in the private sector before running in 2012

    I think its important to note that there have been republicans including senator romney that have questioned cain's nomination...

    Qualifications don't matter too much. Trump is looking for guys he can trust to make decisions to juice the economy in the short-term even at the cost of long-term pain. He just needs to make sure to push off any recession until December 2020 and the last thing he wants is some brainiac economist telling him he's going to tank the country with nearsighted policies.
