this is the timeline as i understand it. Tillerson was the first Trump team member to call out Russia, even before the Trump WH had issued any statement on it. Trump's initial response, even after Teresa May had called out Russia calling for sanctions, was that we need more facts. Then other EU countries issue joint statement condemning Russia. then the WH, including Trump himself, and Nikki Haly issued similar condemnation against Russia
