I heard a rumor today that the Texas legislature is considering a bill which will let the government pay 3000 dollars to buy back any automobile that is made before 1996. This bill is supposed to help protect the environment since cars made before 1996 have lower emission standard. I tried to google this but came up with nothing. Have anyone else heard of this?

this was posting about a month ago from a chronicle article that explained it better. you don't get money, but a vouche to buy a new car. The vouche can only be used a getting a replacement car. The old car must have passed inspection recently, and there is also a limit to your annual income...<$60k Plus, I assume you only get one voucher. And I assume you have to be the registered owner of the car for some period of time, to prevent selling or buying cars based on getting a $3000 voucher.
Ya, I hope they will have rule setup to prevent people taking unfair advantage of this. But as a poor college student driving a broken down 92 Accord, this is really a godsend! Edit, just saw the little fine print: you can't buy a used car with this at least the used car is no more than 3 model years old. So that means I have to buy a year 2005 car now? That would be a huge downside for this deal.
