LOL, you have to be joking. I think with a good enough O line, Hoyer could be a slightly below league average QB in the CFL.
I'm guessing that once Tennessee decided to go with the Rams' package instead of Hoyer, this had to be done.

Your guess is as good as mine, maybe they were holding out hope that some sucker would trade for him.
They likely wanted to see how FA went first. Suppose we don't land Osweiler, or maybe someone gets desperate late and throws us a draft pick. Not sure the 4-5 million could have affected our FA pursuits. If Hoyer stood in the way of an important signing after we got Osweiler he was surely gone. As scary as it sounds, if Osweiler didn't end up here, Hoyer would probably be our week 1 starter. Either that or breathing down the neck of our next draft pick.
