I'm told the Earl Clark claim is likely to be a move for the Vipers. If he doesn't make the roster (likely) and the Rockets are last to waive him, they have his D-League rights.
I thought there was some rule about if you've been in the NBA for X number of years you are ineligible to play in the D-League. Am I mistaken?
I've heard the same thing. Odd, though, as I thought the determination of priority on Training Camp Allocation rights was number of DAYS IN CAMP with one team versus another. That's how I thought the Rockets/Vipers got Troy Daniels's rights last year instead of the Charlotte Bobcats, who had had Daniels in camp earlier. You're thinking about veteran status for ASSIGNMENTS to the D-League. If Clark doesn't make an NBA squad and instead is playing on a D-League contract, the Vipers (presumably?) can have his rights.

I was supporting what Drew said. You will see a major move before November. You're about to lose the bet.....But nobody really loses as long as the Rockets get better in the process, right? : )
