You are indeed reading it wrong. The data is gathered by World Economic Forum which asked respondents whether they felt welcoming in a particular country. Grey area means that data is not available in that country. Obviously not a lot of people went to North Korea which explains why the data is unavailable. South Korea is considered "not welcoming" towards foreigners, according to the survey. That you can argue about.
