Why isn't Feliz being given an opportunity to start? I believe hes been a SP in the minors but has been exclusively in the pen both times hes been recalled?

 

I see him do that on ones he connects on as well (especially the HR's)... yet nobody seems to comment on those.

It is far more noticeable when he actually misses the pitch.
