They aren't put into high leverage situations during the season, yet, there are high leverage situations in nearly all 162 games well before it's time to close.
Entering a tie game does not gain you a 'hold'. Every single manager uses his closer at some point in the top of the 9th in a tie game. Why would any manager withhold a closer in the top of the 9th of a tie game as long as he is able to pitch?
Granted the Toronto-Baltimore game was not a top of the inning tie scenario, but you act like closers only pitch in a save situation. Please refer to this box score from game one of the 2016 season.
