Cortez isn't the leader. She is the vocal leader of a vocal minority. She alienates most people who vote democrat. There is a power struggle and there is no clear leader. Pelosi and Chuck are currently the "leaders."
There is part of me that wants to say that a 2nd-wav Neoconservative movement is soon to happen because of the constant race-baiting tactics of politicians like Cortez. Then there is the other part of me that says many illiberals will simply adapt tot his new rhetoric.
