    Ummm, illegal immigrants can already buy individual health plans. The only different appears to be that they could do it through the exchange here, if the state gets a waiver. But without subsidies, it's no different than going directly to BCBS or Humana or whatever and buying the same plan. The only benefits of the exchange are subsidies and convenience, and the former doesn't apply here.

    The Obamacare part seems like a footnote in the bill. The larger element is the state covering certain illegal immigrants in Medi-Cal, but that's all a state problem and has nothing to do with Obama.
