Hypothetically, even if the Vatican owned the Cathedral.... the cost to rebuild is estimated between 6-8 billion dollars on the conservative side. That is some major scratch. I have property in Ireland and the USA. The USA is the overall best place I have been. However, we are really lacking in civic pride and love for our past. The Cathedral is amazing and it is a matter of pride in France. We don’t really have anything like that.
The only thing I can think of that would even come close would be the Alamo. And obviously it doesn't even come close.
Mt. Rushmore, Statue of Liberty are the best. Most of the epic landmarks we have are natural, not man-made.

There was a good Reddit thread on this. The US has a hard time coming up with man made structures that match the importance and beauty of a lot of Asia and Europe. Our important artifacts and places tend to be natural. Things like the Grand Canyon, Yellowstone, etc.
I don't think it's a problem with coming up with these structures - it's a product of age. Notre Dame was built 1000 years ago and took 200 years to build - there's simply nothing that can compete with things like that in a 300 year old country. The Statue of Liberty is not even 150 years old. In 1000 years, maybe things like Notre Dame will be long gone and things like the Statue of Liberty will be the marvels left standing.

The Burj Khalifa is a new structure, built from the ground up so the cost is less. The cost of redoing parliament in England was projected to be 5-6 billion dollars, and now the actual cost may be closer to 8 billion. It is very expensive in part because they have to first learn exactly how it was built, then they have to build a water proof cover for the entire top of the structure. This will likely be done by quickly building a wood enforced beam structure with some plastic based top. Then they have to find wood that is the same time as was used originally in the building, they have to put beams back into the mortar walls (after they clean out all the internal materials.) This alone is an enormous undertaking. Getting beams from that size and type of tree will be extremely expensive. They will also have to have scaffolding all around it and have craftsmen rebuild all the spires and the roof, which will have to be reinforced with more beams that are adjusted to be just like the original rendering, to prevent the walls from falling down. The right type of materials will need to be found, as well. Also, this will have to be done by craftsmen as well, as much of this is ornate and time consuming. They also will have to possibly make repairs to the outside wall, as the fire was inside the walls and could have been compromised. Then there is the wood work inside the cathedral, the stain glassed windows and other objects that all must be done by hand and by craftsmen. On top of that, they are trying to take what could be a 25 year repair and making it happen in 5 years.
