Link On Thursday, the NBA Board of Governors approved five rules changes for the upcoming 2013-14 season. Each of them was recommended by the NBA’s Competition Committee at its meeting on June 12. The first three involve instant replay, which now be can used: When reviewing a block/charge play to determine whether the defender was inside or outside the restricted area, officials will now be permitted to reverse a charge call, or uphold a blocking call, when the defender was outside the restricted area but was not set when the offensive player began his upward shooting motion. To determine whether an off-ball foul occurred before or after a player has started his shooting motion on a successful shot attempt, or before or after the ball was released on a throw-in. During the review of any instant replay situation to permit the officials to assess the appropriate penalties of any unsportsmanlike and unnecessary acts (e.g. flagrant fouls) that are observed during the instant replay reviews. Additional rules modifications include: On clear path to the basket fouls, it will no longer be considered a clear path foul if at any point before the foul is committed the defender who commits the foul is positioned ahead of the offensive player in the frontcourt. A team on offense will lose possession if its player leaves the floor and does not immediately return to the floor, unless he is injured, attempting to save the ball or in other extenuating circumstances.
There will be a 1200% increase in the number of players who chase a ball out of bounds being injured, but recovering miraculously.
Good riddance. Nice job for rejecting the Laker's idea of allowing multiple basketballs at a time. We can now put the LeBron and Melo rumour to bed.
I like expanding the replay ability but the NBA needs to review calls at an offsite facility to speed things up!

Why cant the NBA have a 4th ref manning the replays and video? Instead of having the game stopped for 3-5 minutes to look at a 20sec footage from 15 different angles?
Good call about the clear path foul rule change. That has bothered me for a while, and the old rule was excessively punitive to the defensive team.
The charge/block review is loooong over due. That had to be one of the hardest fouls to call, especially late in games. One problem though is that late in games, refs like to swallow their whistle and not call those fouls. I mean it's impossible to get every call but like someone suggested, maybe another ref can help the situation.
The worst part is there is already a the backup ref at every game. Makes no sense All these new changes are going to seriously slow the game down. Also where does it say that replay can be used anytime now?
I think this is for those situations when a player parks himself out of bounds to allow more spacing for the players in-bounds. will be interesting to see how the new rules are implemented...i fear more dead time though...and am disappointed that more wasn't done about flopping after the flop sessions that were the playoffs
