You provided a report claiming where they received the data. I couldn't find in the report where they received it. Of course I'm going to now be suspicious.

The US Sentencing Commission states 43 kidnapping sentences with 48% committed by non citizens which equates to 20 non US citizen in the year of 2015 being sentenced for kidnapping. No where does it distinguish between legal and illegal citizens.
