No, the person robbing a store is not a terrorist. The fear they strike into the clerk is not their end goal, it's the he money. When you attack a black church without provocation, murder 9 people in cold blood and tell witnesses it's because "you're raping our women and taking over the country," it's not hard to deduce that the motivation is impersonal, racial and, by extension, political. You don't wear the flags of former apartheid states if the latter doesn't enter your mind.
