"Sources close to the Cavs told ESPN.com this weekend that the team is now leaning toward taking Parker with the No. 1 pick. However, it's far from a lock. Parker came in to work out on Friday in front of the Cavs' front office and ownership. Parker wasn't great. He was a bit heavy (he weighed in at 255 pounds), didn't shoot the ball well and got winded at times. Furthermore, two different sources told ESPN.com that Parker seemed a bit indifferent. One source said he thought Parker "tanked" the workout. Why? A source says he strongly prefers to play in Milwaukee. The Cavs appear to be aware of this. "Jabari wasn't himself," one source said. "It was clear we weren't his first option."". If somehow the Rockets end up with Saric at #25, would this restriction mean he does not count against our cap space this year?
He wouldn't count against the cap if it was clear he wasn't playing in the NBA that year. Here's a comment by BimaThug from a couple years ago about a similar situation:
Thanks Clutch. Man, I think the Rockets should very much consider trading the #25 and #42 to move up in the draft if this guy is still available in the mid-teens on. Would get us a steal of a pick without adding to our cap space! (albeit, a gamble if the kid wasn't interested in coming over.) Is this the guy who said he only wanted to play for the Celtics or Lakers?

You're missing the point. When we draft someone this year....ANYONE....that is a cap hold of $958,000. That is UNLESS we pick up someone who is "stashed" in Europe...(i.e. Saric) Saric would be a "win/win". We get a young potential talent (i.e. Asset) who doesn't clog up our cap space right when we are making offers to potential free agents (win now) while at the same time make a smart pick who could either be left in Europe to eventually come to Houston OR flipped later in a trade as an asset (retain flexibility).
Utah being willing to offer Favors up for #1 leads me to believe that the Jazz and Dennis Lindsay just may be the team that is willing to swallow up Asik and Lin. Or at least swallow up Asik and whatever we get from a Lin trade.
