The fact that the Astros failed to at least make moves similar to the Cubs and Rangers means either A) They are too incompetent to take advantage of the loophole and recognize the potential. or B) They are too cheap to shell out money for prospects on a team that already spends no money on free agents and has been about acquiring prospects. Regardless, it shows how ****ty management is.

Maybe they've invested wisely, but the one thing they haven't done under Lunhow is spend big money internationally. They left a large portion of their pool unspent last year and, despite having the biggest pool, this year it looks like they'll leave a significantly portion of their pool unused again.
