No; he doesn't. The Texans, like 99.999999% of the NFL, couldn't care less about mar1juana use. This whole, "McNair prefers choir boys" is old and unsupportable. He doesn't want them drafting guys who are distractions, malcontents, constant troublemakers, etc. That's it. And, frankly, it's a pretty decent stand to take.
Failing a drug test is one thing, getting arrested is another. I guess he missed Chris Carter's "fall guy" speech.
