In before HR Dept responds... You have to know with what infliction and in which manner they ask this question. See if you can tell that they are confused and think you asked for too much or too little. Did you ask for too much or did you ask for too little? What's your level of education? Use it.
I agree with SwoLy, also if you have any damaging information about the CEO/HR/Company, right now would be the time to double down! BUT make sure you have your yacht paid off!... ....... ....... .......

THe level of education in the field or training or even college preparation for the position, is what I intended to say about using it.
You should know what you bring to the table, so give specific examples. Best examples include how you either save the company money or make the company money. For example, if you're a manager trying to get a raise or even get a job, you can discuss your management techniques and how you've succeeded in leading your team/a team. If the company previously had a lot of turnover, perhaps you could stop it which would decrease turnover and save company money on training.
Turn right back around and ask them the exact same question and see how they respond. Seriously, do it.
It's a legit question. Even in my lame academic life, I can calculate what I contribute to the bottom line of my school. So, OP, think about the basic business model of your workplace -- what brings money in the door -- and come up with a compelling argument that shows you bring in a good bit more than what you're asking in return. But, as a runner up, I applaud DonkeyMagic's approach, as usual.
