The stat probably is not about whether the guy who receives the ball actually convert. Otherwise assist numbers would be enough to assess this. I think Morey explicitly said that using assist numbers skewed the evaluation of a player's passing skills.

From what he's talking, I would guess that they break down various kinds of shots according to the general probabilities of success. A wide open 3 and a lay up would mostly likely counted as high quality shots, whereas a 20-footer is not as good (lower percentage than a close shot and lower potential reward than a 3pter).

So you judge a player's passing skill by looking at where and when his teammates get the pass, not whether it actually results in scoring. That eliminates the variable of different talent level of teammates the passers have.

Are you sure? I am almost certain that NBA personnel can comment on draft eligible players once the official list has been released.

with regard to the draft eligible prospects, it's more like a case of "choosing not to."

Also, it's important to keep in mind that, just like the NFL draft, a great deal of what you hear GMs say regarding the draft should be taken with a grain of salt. It's a game of poker, and these guys are far too savvy than to tip their hands and show other GMs what they know and/or what they need.
