    Floyd's murder is redeemed now since the unemployment numbers went from depression era bad to just bad. Floyd's family must be so relieved now.

    BIG changes in the draft TRO the Minneapolis City Council is about to discuss, including: all chokeholds banned, officers must report unauthorized use of force and have a duty to intervene by verbal and physical means if they see it.

    If TRO approved, Mpls PD officers who observe "any unauthorized use of force…must attempt to safely intervene by verbal and physical means, and if they do not do so shall be subject to discipline to the same severity as if they themselves engaged in the prohibited use of force"

    The Mpls draft TRO says that during protests, all crowd control weapon use must be approved by the Chief if he's available, and MPD must document who specifically authorized it. Also, body camera footage can be audited, resulting in complaints against officers

    Here's existing MPD policy (http://ci.minneapolis.mn.us/police/policy/mpdpolicy_5-300_5-300) which allows choke holds, and both conscious and unconscious neck restraints. The proposed TRO language says: “Within 10 days…City will amend…Policy…to prohibit the use of all neck restraints or choke holds for any reason”

    Minn. Comm'r of Human Rights Rebecca Lucero is discussing proposed stipulated TRO with Mpls City Council. She says body camera footage is only reviewed when there’s a complaint, but now it can be audited strategically to identify discriminatory practices; complaints can be filed.

    Minneapolis Civil Rights director Velma Korbel suggests the cooperation between the City and state civil rights investigators is “typically not what happens in an enforcement action” but they recognize “circumstances” have limited the City's police reform efforts

    “This is a moment in time where we can totally change the way our police department operates,” says Minneapolis Mayor Jacob Frey, adding that police union contracts and state laws have limited the City's police reform work in the past.

    The Minneapolis City Council has unanimously voted to approve a stipulated temporary restraining order in a state civil rights investigation against the Minneapolis Police, including a ban on chokeholds and a duty on officers to report/intervene in unauthorized use of force.

    “I do not support rebuilding the headquarters of the 3rd Precinct on that site,” says Mpls City Council Member Alondra Cano, who wants area reclaimed for community, healing, justice; wants to look at renaming Chicago Avenue to “sear this moment in time into the bones of our city”

    They were doing the same in Houston, boxing people in a corner then saying "anybody who refuses to disperse will be arrested" but refusing to allow them to leave so they can arrest them and write that they warned them to disperse on the arrest.

    CMPD chief refuses to tell city who ordered chemical agents used on peaceful protesters

    Some Charlotte City Council members want to discipline the police commander who authorized the use of chemical agents against a crowd of largely peaceful protesters, but CMPD Chief Kerr Putney would not tell them the person’s name, officials said Friday.

    Mayor Vi Lyles and other elected officials have excoriated the Charlotte-Mecklenburg Police Department since Tuesday when a video surfaced online that shows officers deploying chemical agents on demonstrators who were uptown protesting the death of George Floyd.

    Charlotte City Council members, Putney and other city leaders met behind closed doors Wednesday to discuss what happened and how the city should respond. Multiple council members said in the meeting that they wanted the police commander who ordered the release of the chemical agents placed on administrative leave, according to two officials who were in the meeting.

    But when they asked Putney who was responsible for the decision, he would not divulge the person’s identity, said the officials, who requested anonymity because the discussions in the meeting were supposed to be kept private.

    City Council member Braxton Winston told Putney that if he didn’t reveal the commander’s name, then city leaders should hold Putney accountable for what happened, they said.

    Reached by phone Friday, Winston did not dispute the two officials’ account.

    He said someone should be fired from their job.

    “No one is being held accountable,” Winston said. “When the rubber hits the road, there is no accountability.”

    QUESTIONABLE TACTICS

    A video recorded by Queen City Nerve, an alternative newspaper, appears to show a mass of demonstrators walking near 4th and College streets in uptown when police released chemical agents on the crowd. Protesters turned to go in the other direction, but officers on that side blocked their path, also using chemical agents.

    Samuel Walker, a nationally-known criminal justice professor at the University of Nebraska at Omaha, criticized the police practice of containing protesters in a limited area.

    “If you want the crowd to disperse, you have to give them an exit route,” Walker said. “If you’ve confined them to an area, they have no place to go. And then you tear gas them? That’s just wrong.”

    Police officers encounter a lot of situations that are at the very least annoying, and often dangerous. A good number of the viral videos involving cops make me at least roll my eyes at the people they deal with. I don't see that having no police is the solution-- what would take their place? Amateur armed "neighborhood watch" groups that have even less training, screening and accountability?

    But we should all agree on that there should be limits on the violence the police officers are allowed to commit unless they are saving themselves and the public from danger. What danger did George Floyd present, when he was already cuffed and on the ground? What danger did the 75-year-old protester in Buffalo present? Or the Australian journalist in DC when they were clearing the way for Trump. Even the people that act obnoxiously with the officers shouldn't be beaten with batons or sprayed with mace.
