I agree.... I hate poorly optimized PC games but it happens ALOT Ive seen some with success also, so its worth a shot
Something is definitely wrong with the game on PC http://www.pcgamer.com/a-look-at-batman-arkham-knights-launch-day-issues/ I think that there might be a problem with the textures, first of all there isn't a setting higher than normal, and secondly they seem to not be loading on objects. The 30fps lock is weird as well. Some on posted that they dropped resolution down to 720x480 and they still had stutters and frame drops down to 10fps. Hope they can get this fixed, this is a bad look for them.
Hard8times got a good benchmark up to around 80+ fps Then after playing he makes another video going on a rant trashing it for how bad it is. This is awful...why cap a game at 30fps man Not sure if it matters only if you're playing though
Like I said, PC ports are the redheaded step child of game development. If it's a major release and it's coming out for consoles as well most of the time the PC port is a secondary concern.
Thankfully it's gotten better. Still every once in a while PC ports end up being historically bad like this one. Witcher 3 had minor problems but was ultimately the best performing on PCs. Because PC was lead platform. GTA is another example. It's slowly getting better. Thankfully.
I really doubt it... Spoiler if that were the case why would they have the Red Hood DLC? Jason Todd is Red Hood in those missions.

Why do they force me to use those hideously ugly and distracting lightning bolts? I don't want them nor need them. All they are is a distraction. I know enemies are about to hit me because THERE IS AN ANIMATION FOR IT! I know they use them for different attack types, but they are still unnecessary. I absolutely hate those lightning bolts. I am terrible disappointed. I cannot believe they didn't give the option to turn them off like in the first game. This was my only gripe with Arkham City, and they did it again. Now I need to get someone to play the game through so I can start on NG+ when those monstrosities are removed (they better effing be). This game has gorgeous graphics. I don't understand why they ruin them with those lightning bolts. EFF THOSE GD'd LIGHTNING BOLTS!
How is this game? Would you guys still recommend to someone who isn't into superhero stuff? I'm always up for a good game, but i'v never played any superhero games.

Yeah there seems to be a lot of things gimped or just messed up in this port: -30fps cap -textures locked to normal (worse than PS4 textures) -ambient occlusion missing (PS4 and Xbone both have it) -rain textures on mask and vehicle missing (PS4 has water dripping off of cape and mask as well as batmobile) -micro stutter apparently from the way the game handles the streaming of textures -textures not loading on assets, making everything look like a PS2 game -Framerate fluctuations where game can drop up to 30fps -Benchmark in game is not anywhere near representative of actual gameplay performance There's more, but you get the idea, this is a shame. I was able to play around locked at 30fps and while it's technically playable, and the gameplay and story look like fun, the lag of the textures popping in or not coming at all make playing the game impossible for me. Would recommend the PS4 version honestly, but I'm not going to give them more money to play the game.
