What makes his steals soo impressive is his blocks. Many of the greatest ball thieves did a lot of gambling leaving their team to play 4 on 5. Dream didn't gamble, those were mostly strips and pokes from around the back. When Dream didn't get the steal, he would either change or block the shot. Dreams combined steals and blocks may never be broken by a single player, especially with blocks going way down over the last decade or two.
