Which picture in the OP represents the ISIS beard, is it the Salafist one? The article didn't mention ISIS fighters and their beards. To try and directly answer the questions, no I wouldn't be fearful of a Muslim with or without a beard, and I wouldn't automatically judge a bearded Muslim as despicable. I consider myself a reasonable person. I don't live in the Muslim or Arab world, and I wasn't aware that the code applied here in American mosques such as the one in the OP. And regarding the Hitler beard question (here we just call it a moustache), I certainly wouldn't worry that a guy wearing one would be a neo nazi sympathizer, he would probably be judged as a hipster douchebag. I hope I addressed the questions properly.
