I think your Mayor is at least a little capable. With the first sign of community spread he immediately cancelled a major event and will probably ban all public gatherings. Maybe the schools will be closed as well. In other areas there is widespread community spread and nothing is done.
It could be where HE was infected by someone else. He is only 40 years old. If he doesn't have a severe underlying condition to have developed severe pneumonia, his body could have been fighting this virus for much longer than the time it takes for a typical case (60s+) to end up with pneumonia in hospital.
