Well, I give a lot of people a pass, including much of what Trump says, but the whole thing - saying Dominicans are good at baseball because the country couldn't understand a complex sport - is clearly a racist remark. There's a difference between that and being PC. Saying things that can offend people is one thing, being a racist on the airwaves is another.
