The Great Wall might be a source of national pride (and it should be), but the government and the people really do not do enough to protect it. Their outrage definitely feels hypocritical.
Well you seem to be annoyed about something you clearly have very little information about. Do you know if that section of the wall permits writing? There is clearly sections devoted to people signing their name. Are they breaking the law or is it permitted? Do you know?

Honestly, while there is a lot of truth to this, I'm in favor of people getting less outraged over things in general. Get outraged over war, human rights abuses, and authoritarianism, etc, but let's see if we can't spare our outrage for every dumb action and thought of other people. It's not cool, and China has a right to be upset, but I'm not finding a strong reason for myself to be outraged.

There is no reason to even think about bringing chalk unless it's a common thing...which it is. The dude lived there for 3 years so I'm guessing he knew it was commonplace and didn't think it was a big deal.
when i visited there was one 10ft stretch of wall that had dozens of messages carved into it, the typical "xxxx was here" "xxxx loves xxxx" stuff.......didn't seem like a big deal to anyone, including chinese tourists who were joining in
