I think the answer is yes, I have seen Mugsy Bogues dunk and here is evidence of Earl Boykins dunking. Most guys can probably dunk in a gym with no defenders. Dunking in a game is a different matter. There was a story a while back about Eric Snow and Damon Jones betting who could dunk in a game first, neither could before they retired. What sbyang said. If you're talking about dunking at practice with no one around, I would guess that pretty much every player can.
